What a spectacular and whimsical broche!  It is a Modernist 940 (higher grade than sterling) silver "Winking Cat's head" broche with long whiskers made by the Mexican artist Hector Aguilar in Taxco (Tasco).
Mexican silver used to be of a higher grade than European or American one.
